Some officers at City Hall, Teresia Mbaika Malokwe and Patrick Analo Akivaga have alledgly taken Governor Johnson Sakaja Hostage, hence looting the taxpayer’s money in left and center.
This group of individuals uses dubious means to get themselves some perdiem in rogue foreign trips that lack benefits to the citizens at all.
For instance, as Sakaja remains mum, the alleged fraudsters go to the website to look for some foreign conference, which they apply for and attend alongside their concubines and side chicks.
The results of the search have immediate effects alongside the required amount to be sent to the officer in charge for approvals and disbursement. Governor Sakaja seems not to be bothered with this syndicate.
At the center of everything is the master of fraud cards, the county secretary.
“Once they approve the budget by the county secretary, the legends get millions in their account. Forget the approval of the Visasa,” said an official within City Hall.
In June 2024, some rogue officers were given the go-ahead to pay a courtesy call to Israel for a seminar, which backfired. They never returned the county cash and instead wired them into their private accounts. The DCI and the EACC are yet to act as the governor continues to remain mum.

The letter was addressed to the former Acting County Secretary and Head of County Public Service, Mr. Patrick
Analo Akivaga proved that a lot of irregularities took place.
Patrick Analo has been linked to other serious corruption of illegal approval of structures with Nairobi City.
For instance, The letter (RefMDP/DD/ADM/6/20/VOL.XXIV(81)) signed by the Principal
Secretary Teresia Mbaika authorized the seven corrupt officers to pay a visit to Israel for the said fake conference.
The said rogue-alledged corrupt Teresia Mbaika is still a free person and untouchable.
She approved the said letter, which reads in parts,
“Authority is hereby granted for the under-listed county officials to
travel to Israel from June 29th, 2023, to July 12th, 2023, to attend a seminar on creating an
ecosystem for SME development. It is noted that Nairobi City County will cover all expenses
of this trip. Kindly facilitate travel to Israel.” Read the rogue letter that was approved by Teresa Mbaika.
Mbaika has been linked to many other approval scandals within City Hall, and she allegedly receives a lot of kickbacks.
Some officers within the city hall call her “Madam Fixer.”.
In the entire expended dossier, 49 of the county employees allegedly received per
diems and allowances for trips they neither attended nor participated in.
