The French government, working with relevant investment agencies, is investigating allegations of bribery, abuse of office, intimidation of public officials, and procedural manipulation in selecting the Director General of Public-Private Partnerships (PPP).
This probe focuses on Kefa Seda, who oversees PPP operations at the Kenya National Highways Authority (KENHA). Reports indicate that Kefa Seda paid a substantial bribe to Principal Secretary Chris Kiptoo to influence the selection process in his favor, allegedly in Eldoret.
Both Kefa Seda and Chris Kiptoo are also accused of accepting large sums of money from foreign investors, mainly from China, Turkey, and Gulf states, to manipulate the privatization of state-owned enterprises.
These concerns have led to scrutiny over claims that they have used aggressive and oppressive tactics to bypass the authority of the Treasury Cabinet Secretary and other government officials involved in decision-making.
Kefa Seda is further accused of blocking the interests of a French company at the Mau Summit after receiving significant financial inducements. He is also said to have developed ways to manipulate judicial and investigative institutions to serve his interests while suppressing opposition through unconventional means.
Additionally, an NGO has announced plans to challenge the appointment process in court and demand a lifestyle audit on Kefa Seda, citing abuse of office and misconduct at the Treasury and KENHA.
This NGO has also formally petitioned the President to reject Kefa Seda’s appointment. The involvement of Chris Kiptoo in the Public Service Commission has raised concerns among security and oversight agencies. There are fears that he may have influenced the appointment process through intimidation, undermining its integrity.
His role in this matter has been questioned, especially following the forced removal of Chris Kiruga, who was reassigned as an ambassador to pave the way for Chris Kiptoo to auction the position to the highest bidder, who is now Kefa Seda.
