According to reliable information reaching our investigative desks, Public Benefits Organisations Regulatory Authority (PBORA) Chief Executive Officer Lindon Nicholas Otieno, who has been in an acting capacity since July 2024, is now an extortionist and a blackmailer.

Otieno has been boasting of bribing his way with millions of shillings to overstay in his acting capacity, which should not have exceeded six months under the Public Service Commission Act 2012.

The authority was created in May 2024 to replace the Non-Governmental Organisations Coordination Board under the Public Benefits Organisations Act 2013.

Impeccable sources at Pbora confided to Weekly Citizen that Otieno has become an overnight millionaire after he embarked on an extortion spree by threatening and blackmailing NGOs that do not comply to pay ‘protection fees’ running into millions of shillings.

During his tenure as the NGOs’ coordination board legal affairs manager, the government deregistered over 400 NGOs, accusing them of funds misappropriation and filing false reports.

Sources claim the officials of the deregistered NGOs refused to be extorted by Otieno.

The NGOs are required to submit every quarter a detailed report of the various activities they carry out, including how they spend money they receive from donors.

Once they fundraise or receive money from their donors, officials share it and compile reports on how they have been utilising the funds.

The CEO has allegedly been sexually molesting female staff for promotions, among other favours, and those who resist are threatened with summary dismissal.

It is alleged that Otieno has managed to help his lovers, relatives, and friends land jobs in the NGO sector. In the office, due to his money and power, beautiful women cannot escape his desires. But his unprotected sex escapades are the talk of fear. If he is named CEO, the worst is bound to happen.

The amorous CEO has been bragging in social places about how he is manoeuvring to become the substantive CEO by canvassing among the board members in what has caused a stalemate since the recruitment process started in October 2024 with interviews conducted in December, but no appointment has been made public.

Otieno, since his tenure as the NGOs coordination board legal affairs manager, has rubbed his colleagues the wrong way in what culminated in legal battles.

For instance, in Otieno Vs Nkanata and 2 others, Njane and 12 other interested parties (Petition E016 of 2022) (2024) KEELRC 2606 (KLR) (October 24 2024) (judgment), he had a petition filed on January 24 2022 and amended on February 3 2022.
